Ministry of Commerce Strengthens Export Control of Dual-Use Items to Japan

On January 6th, the Ministry of Commerce issued its 2026 Announcement No. 1, concerning the strengthening of export controls on dual-use items to Japan.

In accordance with the "Export Control Law of the People's Republic of China" and other relevant laws and regulations, and to safeguard national security and interests while fulfilling international obligations such as non-proliferation, China has decided to strengthen export controls on dual-use items to Japan. The relevant matters are hereby announced as follows:

All exports of dual-use items are prohibited to military end-users, for military end-uses, or for any other end-uses or end-users in Japan that could contribute to enhancing its military capabilities.

Any organizations or individuals from any country or region who violate the above provisions by transferring or providing relevant dual-use items originating from the People's Republic of China to organizations or individuals in Japan will be investigated for legal responsibility in accordance with the law.

This announcement takes effect from the date of its official release.

A: The Japanese leader recently blatantly made erroneous remarks on issues related to Taiwan, suggesting the possibility of military intervention in the Taiwan Strait. This constitutes gross interference in China's internal affairs and severely violates the One-China principle. The nature and impact of such actions are extremely egregious.

To safeguard national security and interests, fulfill international obligations such as non-proliferation, and in accordance with the "Export Control Law of the People's Republic of China," the "Regulations on the Export Control of Dual-Use Items of the People's Republic of China," and other relevant laws and regulations, China has decided to prohibit all exports of dual-use items to military end-users, for military end-uses, or for any other end-uses or end-users in Japan that could contribute to enhancing its military capabilities. Any organizations or individuals from any country or region who violate the above provisions by transferring or providing relevant dual-use items originating from the People's Republic of China to organizations or individuals in Japan will be investigated for legal responsibility in accordance with the law.
